SCAFO History - 1997 Update (This year's account of the association's history was compiled by the current Historian Bill Corson and Past President James Lawson.) Organization activities for the year began January 4, 1997 with the Executive Board meeting conducted at the Riverside County District Attorney's Office. Board members addressed many items of business, including a new logo, purchasing member cards identifying past presidents, approving a letter of welcome to new members from the parliamentarian, organization of a web site on the internet and continuing progress with the Seventh Annual Training Seminar, chaired by Tom Lapisto, Los Angeles Sheriff's Department. A complete SCAFO History update was tasked to current historian Bill Corson and Jim Lawson, Naval Criminal Investigative Service. In January the official SCAFO website went on--line at http://www.iinet.com/market/scafo. Our Editor, Alan McRoberts, was assigned the task. By the end of the year, literally thousands of world--wide visitors had visited the website and many positive comments and emails had been received. The site contains general information about fingerprints, the association's history, a list of agencies represented within the association, an index of the last several years of The Print, a fingerprint bibliography, and over 100 articles. The February meeting, hosted by Alan McRoberts at Oscars On The Pond in Temecula, was the first general members meeting of the year. Bill Watling, Department of the Treasury (Retired ) made a presentation on “Perspectives-- The Role of the Defense Expert”. Stacey L. Wright, San Diego Sheriff's Department and Lindsay Lowery, Riverside County Sheriff's Department were sworn in as new members. Sixty--eight persons were in attendance. In anticipation of the Diamond Anniversary, the association leadership selected a new design as our logo. A number of designs were submitted and ultimately the current design was selected (see opposite page). This new logo reflects the association's commitment to “Standarization, Training, & Professionalism.” The “sight picture” is targeting a fingerprint in Southern California. The print is the mirror image of the print on our past banner. This use reflects the association's determination to continue building on the success of the past. The reversal gives a forward direction to the pattern and converts the often misunderstood “12” to “21”, a widely used short--form for the (imminent) 21st Century. The statement “Since 1937" establishes the maturity of the organization without fixing the logo in time. The use of the familiar traced print and core/axis markings, which may shortly become obsolete, provide historical value from the current era. The concept, design and artwork provided by Thomas W. Jones exceeded the original desires and provides great meaning and historical significance to our logo. This new trademark shall become the recognized symbol of what SCAFO represents, as we move forward into the twenty--first century. The highlight meeting of the year was the festive occasion held aboard the HMS Queen Mary in Long Beach on April 26th. SCAFO and the grand old vessel were both celebrating 60th Anniversaries. Clark Fogg, L. Allyn DiMeo, Thomas Jones, William Leo and Alan McRoberts were recognized with the newly created Distinguished Member status. The speaker for the evening was the noted mystery author Ann Rule. There was live music and dancing after dinner, a spectacular event indeed, with one hundred--eighty persons in attendance, including twenty--two Past Presidents. Activities for the month of June commenced with a meeting hosted by Bob Goss/Mike Yandell, San Bernardino Police Department and Robin Lucia, San Bernardino Sheriff's Department, held at the Lighthouse for the Blind in San Bernardino. Criminalist Pattie Lough spoke on the “Herman Monk” case. Rick Strobaugh was sworn in as a new member, witnessed by fifty--four persons in attendance. Furthering SCAFO's commitment to expand education horizons, two “Fingerprint -- Evidence Court Testimony” workshops were conducted by Past President Bill Leo, one in Pomona, and a second workshop in Brea. Over 120 persons participated in the these outstanding workshops. The August meeting convened Saturday, August 9th at the Downtown Deli Cafe in Covina with fifty--one attendees enjoying dinner hosted by Steve Tillman, Los Angeles Sheriff's Department. Member Gil Aguilar, Los Angeles Police Department, made a presentation on “The Indonesian Multiple Murder Case”. A notice regarding upcoming nominations for elective office was tendered by President Lou Herbert. Jayne C. Kane, Los Angeles Sheriff's Department and Melissa Popovic, Los Angeles Police Department were sworn in as new members. The October meeting was held in conjunction with SCAFO's Seventh Annual Training Seminar at Kellogg West Conference Center, California State Polytechnic University, Pomona, CA. Tom Lapisto, Los Angeles Sheriff's Department, hosted this informative event. Presentations and workshops were provided by Darrell Mavis, Ken Moses, Vickie Inlow, Linda Raatz and Steve Tillmann, with approximately one hundred seventy--five registered for the seminar. During the business meeting fifty--nine members cast ballots for the Board of Directors election. Sworn in as new members were Victoria Payson and Jim Edmonston (Associates), Jay Sakaria, Riverside Cal ID, Latricia Uribe & Julie Coar, San Bernardino Police Department, Teresa Johnson, Hermosa Beach Police Department and Elaine Sena--Brown, Santa Monica Police Department. Seven individuals were present for Second readings and sixteen individuals were recognized for First readings. Past Presidents Steve Evans, Don Fandry, Tim Golt, Clark Fogg, Jim Lawson and Bill Leo were in attendance. Assisting with registration etc. were Lou Herbert, Dennis Uyeda, Art Coleman, Sandra Herbert and Debbie Coleman.

Asst. Editor--— Steve Tillmann, Los Angeles Sheriff Department The December meeting was called to order at the Lawrence Welk Resort Center (Escondido) by President Lou Herbert. Previously elected Board Members were installed and sworn in by Past President Joe Mann. 1998 President Clint Fullen gave his President's address as to his goals for the upcoming year. Due to weather that prohibited Tom Jones from traversing the Grape Vine, the plaques for the outgoing President and Charles W. Wolford award were not presented. (Tom had the plaques made in Bakersfield and they were in his custody at the time). Aside from the weather, it was an enjoyable evening. The association's educational activities, recognition within the professional community and membership continues to prosper and grow. As we conclude this Diamond Anniversary year, we look forward to the new millennium while celebrating our history.
