Overview: The Forensic Specialist performs skilled technical work under general supervision. Essential duties of this position include but are not limited to: Processes complex crime scenes requiring specialized techniques in detection, recognition, documentation, collection, interpretation, and preservation of physical evidence associated with crime scenes to include all types of friction skin evidence, trace evidence, and biological evidence. Analyses, compares, and evaluates developed latent finger prints for the purposes of identification and comparison.

Requirements: Graduation from high school or attainment of GED or CHSPE certificate. Completion of a Bachelor’s degree in a related field.  Completion of six months recent experience in crime scene investigation or latent print comparisons. Five years recent experience in crime scene investigation or latent print comparisons may be substituted for the educational requirement. Certifications through the International Association for Identification are desirable.

Working Conditions:  Work is performed in a variety of locations to include on-site work at crime scenes, hospitals, and in the Police Department. Work is performed in indoor and outdoor environments. When work is performed outdoors, there is full exposure to the elements. The incumbent may be exposed to related health hazards to include blood and other bodily fluids/products, infectious diseases, human borne parasites, air, water, and blood borne pathogens, and may have contact with complete and/or partial human corpses in various stages of decomposition. Other health hazards may include odors, toxic chemicals, and hazardous substances. Occasionally, work is performed within confined areas or at high altitudes, including photography from helicopters. Physical demands include frequent standing, walking, bending, reaching, lifting, crawling, climbing ladders and inclines, repelling down ravines, and moving objects weighing up to 50 pounds. May be required to independently work crime scene investigations either without supervision or without sworn police presence. Incumbents must be able to meet the physical requirements of the class and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.

 The Position

The new Investigative Services Division has created a structure that includes two Crime Scene/Property Evidence Specialists.  One position recently has been filled and the City is recruiting to fill the second position.  Both positions will perform a variety of non-sworn technical and specialized work in the combined responsibilities of crime scene investigation and property and evidence management.  Crime scene duties will include responding to and processing crime scenes, collecting and preserving evidence, lifting and identifying fingerprints, photographing and videotaping crime scenes and evidence, and assisting investigative staff as directed. 

Property and evidence duties will include receiving, documenting, and maintaining custody of property and evidence obtained at crime scenes or received or confiscated by the Police Department.  The positions will normally be assigned to day shift, with alternative scheduling available, and are subject to overtime and on call assignments, and may work evenings, weekends, and holidays as required according to the needs of the CHPD.  The probationary period is 12 months and may be extended for an additional 3 months.

Modern Facilities and State-of-the-Art Technology

 Compensation and Benefits

$45,492 - $54,590 annuallyThe City’s Pay-for-Performance system recognizes employees for their accomplishments and compensates them with a blend of annual base salary increase and annual incentive award (bonus).  This unique system replaces the 5% step system and annual COLA.  You will have the ability to differentiate yourself and your related compensation.  This unique and powerful system is a core component in the City’s human resources system.

Distinguishing Characteristics

Latent Print Examiner I: This is the entry level class in the Latent Print Examiner series. THE POSITION
The Sheriff’s Office is recruiting to establish an eligible list to fill a current and future vacancies if they arise. The Forensic Evidence Technician, which is assigned to the Investigations Division, compares unknown latent prints to known inked prints 80% of the time; in addition this position examines, prepares and develops latent fingerprints both chemically and with conventional dusting techniques; enlarges and traces usable prints taken at or off of evidence collected at crime scenes; searches files for comparisons with those of known persons, both manually and by scanning into the automated Cal-ID fingerprint system; and responds to major crime scenes and provides specialized support by searching for, collecting, preserving, transporting and processing physical evidence gathered at crime scenes.
SIGNIFICANT DUTIES
Analyze and compare latent fingerprints; Operate videotape and digital equipment to record evidence at crime scenes; Collect, preserve and photograph evidence such as hair, fingerprints, clothing, fingernail scrapings, saliva and other physical samples on and from persons at crime scenes; Attend autopsies to collect evidence; Fingerprint deceased person; Photograph deceased before and after being cleaned up; Tag evidence as autopsy is conducted; Classify inked fingerprints using the Henry system; Prepare complete reports to findings/results and consults on latent fingerprint identification problems; and Offer expert testimony in court and prepare physical evidence and exhibits.
MINIMUM QUALIFICATIONS
Licenses/Certificates: Possess a California Class C driver’s license issued by the State Department of Motor Vehicles by time of appointment.

CONDITIONS OF EMPLOYMENT
Work with bodies of deceased persons to include those associated with traumatic deaths and those infested with insects and vermin; Tolerate unpleasant odors such as those from chemicals used to preserve and process evidence and from decomposed bodies; Successfully pass a complete background investigation, which includes a voice stress analysis (similar to polygraph); Work flexible hours, shifts, weekends and holidays, wear a pager, and be subject to holdover and callback duty; Provide a telephone number or means by which employee can be reached; Use current safety equipment and take safety precautions in carrying out duties.

THE POSITION
The Senior Forensic Technician performs complex technical criminal investigation work by examining, preparing, and determining the usability of latent fingerprints and by taking photographs and gathering and preserving evidence at crime and accident scenes.

SELECTION PROCESS

3.        Prepares court exhibits and appears in court to offer expert testimony on matters relating to fingerprint identifications and comparisons.

4.        Provides staff services to participating network agencies by conducting research, presenting recommendations and implementing system policies; confers with network users regarding CAL ID procedures; trains sworn and non-sworn staff from various agencies in the collection and preservation of fingerprint evidence and in the operation of a digital fingerprint imaging computer system; coordinates the work of staff that involves analyzing inked and latent fingerprints.

The Tacoma Police Department is recruiting for a Latent Fingerprint Examiner to perform technical work in locating, developing, preserving, comparing and identifying latent fingerprints discovered during criminal investigations and testifying to their results in a court of law. Duties include developing, recovering, transporting, analyzing, evaluating and comparing recorded fingerprints, latent fingerprints and evidence collected at crime scenes; preparing testimony and testifying in courts of law; processing, identifying, recording and storing crime scene property and evidence used for identification. Position requires lifting objects weighting up to 50 pounds, walking, standing, sitting, pushing/pulling, balancing, climbing, kneeling, bending, stooping and dragging.

DUTIES: This position examines and compares for identification forensic evidence related to latent fingerprints and shoe and tire track impressions employing physical, microscopic, chemical, photographic and instrumental techniques. Assures proper procedures are applied by researching new techniques and reviewing forensic literature, maintains scientific instrument and photographic equipment, and writes standard operating procedures and training manuals. Communicates with attorneys, law enforcement officers, co-workers, and citizens in regard to evidence collected, testing employed, and interpretation of results. Testifies in courts of law as a forensic expert witness. Responds to requests for assistance at crime scenes. Evaluates the crime scene, protects, gathers, secures, and transports physical evidence which may be hazardous, complex, perishable, or valuable in nature. Instructs and supervises law enforcement officers regarding the significance of various types of physical evidence and proper evidence collection procedures. Maintains proficiency in firearms use and safety through training and qualification on an approved Colorado Bureau of Investigation tactical combat course.

REQUIREMENTS: Graduation from an accredited college or university with a bachelor's degree in criminalistics, biology, biochemistry, chemistry, molecular biology, physics, forensic science or a field related to the work assignment plus TWO YEARS of professional forensic latent prints and shoe and tire track impressions experience at the journeyman level using techniques specifically followed in forensic laboratories. Applicants must be certified latent fingerprint examiners or certifiable within one year from date of hire. Applicants with shoe and tire track impression experience or certification will be given preference.

NOTE: If the position is entitled to overtime pay, the applicant must be willing to accept compensatory time in lieu of overtime pay.

SUBSTITUTION: Applicant's work experience in professional latent prints and shoe and tire track impressions which provided the same kind, amount and level of knowledge acquired in the required education may be substituted for the education requirement on a year for year basis.

• Locates, processes and preserves prints at crime scenes and on evidence.
• Evaluates latent prints to determine suitability for comparison and possible AFIS input.
• Prepares and enters latent prints into the AFIS computerized database.
• Determines identification and non-identification by comparison and verification of fingerprints.
• Writes reports on analysis performed and testifies in court as an expert witness
regarding methods used and conclusions reached.
• Provides formal and informal training to law enforcement officers concerning proper collection and preservation of physical evidence, which may contain latent prints.
• Trains, assists and directs the work of Identification Technicians in methods and practices of crime scene and evidence processing.
• Takes finger, palm, and footprints from victims of crime, potentially violent suspects and dead bodies.
• Responds in County Crime Scene van to crime scenes in various parts of the County, day or night.

QUALIFICATIONS:
1. Two years hands-on experience in fingerprint processing, comparison and identification are required, in addition to technical training.
2. Knowledge of safety considerations for handling biohazards and caustic chemicals
3. Knowledgeable in forensic photography
4. Knowledgeable in evidence handling procedures
5. Ability to exercise technically accurate judgment in effecting positive identifications, negative comparisons, or in determining a print is of no value for comparison purposes.

The Position
The Investigation Services Division of the Citrus Heights Police Department (CHPD) has established the classification of Crime Scene/Property Evidence Specialist and is seeking to fill two positions. The positions will perform a variety of non-sworn technical and specialized duties related to crime scene investigation and property and evidence management. Both positions will perform the combined responsibilities of crime scene investigation and property and evidence duties. Crime scene duties will include responding to and processing crime scenes, collecting and preserving evidence, lifting and identifying fingerprints, photographing and videotaping crime scenes and evidence, and assisting investigative staff as directed. Property and evidence duties will include receiving, documenting, and maintaining custody of property and evidence obtained at crime scenes or received or confiscated by the Police Department. The positions will normally be assigned to day shift, with alternative scheduling available, and are subject to overtime and on call assignment, and may work evenings, weekends, and holidays as required according to the needs of the CHPD. The probationary period for these positions is 12 months and may be extended for an additional 3 months.

Modern Facilities and State-of-the-Art Technology
The Police Department is housed in an 18,000 square foot facility built three years ago and designed specifically for police operations. The building is being expanded and upgraded to meet the new CHPD’s service needs, including a 6,000 square foot property evidence processing and storage section. The City is committed to providing our Police Department with state-of-the-art communications, information, and technology systems and has selected Spillman as its vendor for the new Police CAD/RMS system which includes a property/evidence module.

Compensation and Benefits
$45,492 - $54,590 annually. The City’s Pay-for-Performance system recognizes employees for their accomplishments and compensates them with a blend of annual base salary increase and annual incentive award (bonus). This unique system replaces the 5% step system and annual COLA. You will have the ability to differentiate yourself and your related compensation. This unique and powerful system is a core component in the City’s human resources system.

Minimum Qualifications

 Experience and Training: 2 years of experience in a law enforcement agency performing responsible crime scene investigation and/or property evidence storage and retrieval duties, and/or technical support duties, of which at least one year of full-time experience has been in the performance of crime scene investigation.
 Education: Equivalent to completion of the 12th grade. Additional course work related to the physical sciences, forensic science, or crime scene investigation is desired.
 License or Certificate: Possession of a current Latent Print Expert Certificate is highly desirable; possession of a Crime Scene Investigation Certificate is highly desirable; possession of a Property Evidence Certificate is highly desirable. Must possess, or be able to obtain, a valid California Driver’s License and proof of automobile liability insurance.

REQUIREMENTS TO FILE:
One year of full-time, paid experience in crime scene investigation including identification techniques, examining latent fingerprints, fingerprinting and photography of crime scenes with a law enforcement or similar agency; OR graduation from an accredited college or university with an Associate’s degree* and an internship of a minimum of 120 hours in forensic science**; OR four years paid experience as a Fingerprint Classifier.
**Applications will not be processed until all required proofs are received. Any required proofs, such as certificates, diplomas, licenses, or transcripts, must be received in the Civil Service Department by March 29, 2006.

Knowledge of analytical and evaluative techniques for detecting evidence and interpreting significance; ability and willingness to operate a personal computer or computer terminal; communicate effectively both orally and in writing; work day/afternoon/night/split shifts, weekends, overtime, and holidays; work approximately one week per month "on call" during off-duty hours; and provide expert testimony in court on an "as needed" basis. THE POSITION
The Sheriff’s Office is recruiting to establish an eligible list to fill a current and future vacancies if they arise. SIGNIFICANT DUTIES
Analyze and compare latent fingerprints; Operate videotape and digital equipment to record evidence at crime scenes; Collect, preserve and photograph evidence such as hair, fingerprints, clothing, fingernail scrapings, saliva and other physical samples on and from persons at crime scenes; Attend autopsies to collect evidence; Fingerprint deceased person; Photograph deceased before and after being cleaned up; Tag evidence as autopsy is conducted; Classify inked fingerprints using the Henry system; Prepare complete reports to findings/results and consults on latent fingerprint identification problems; and Offer expert testimony in court and prepare physical evidence and exhibits.
 

MINIMUM QUALIFICATIONS
Licenses/Certificates: Possess a California Class C driver’s license issued by the State Department of Motor Vehicles by time of appointment.

License: Valid California Class C driver’s license and an acceptable driving record at the time of appointment and throughout employment.

SELECTION PROCESS
The Sheriff Human Resources Department screens all applications to identify the qualified candidates.  After screening, the more qualified candidates will be referred to the Written and Comparison examination
 
Course/Written Exam:  (Refer/Non-Refer) Applicants, who have NOT successfully completed a training course recognized by the Orange County Sheriff’s Department in the classification and identification of fingerprints by pattern recognition and ridge to ridge comparison, must attend an 8 hour class presented by the Orange County Sheriff’s Department.  This class will cover friction skin information, which includes pattern interpretation, classification, comparison and identification of fingerprints.  The applicant is expected to study the class materials in preparation for a written examination.  The class and subsequent written examination will be given on consecutive Saturdays.  Applicants will be notified of class and exam dates.
 
Applicants for Fingerprint Technician I who have successfully completed a training course in the classification and identification of fingerprints by pattern recognition and ridge to ridge comparison, must provide proof of the training in the form of a training certificate, course transcript or employment experience. If the course is recognized by the Orange County Sheriff’s Department, the applicant will be scheduled to take a written examination on fingerprint pattern interpretation, classification, comparison and identification of fingerprints.
 
Applicants for Fingerprint Technician II will be scheduled to take a written test covering friction skin information including pattern interpretation, classification, comparison and identification of fingerprints.  Examination material will also include general questions about the automated fingerprint identification system (AFIS).

THE POSITION

The examiner will have a thorough knowledge of the effects of scarring, varying pressure, binary facsimile copies, and other factors that affect fingerprint quality. LATENT FINGERPRINT EXAMINER

 A Latent Fingerprint Examiner performs technical work in locating, developing, preserving, comparing and identifying latent fingerprints discovered during criminal investigations and testifying to their results in a court of law.  Duties include developing, recovering, transporting, analyzing, evaluating and comparing recorded fingerprints, latent fingerprints and evidence collected at crime scenes; preparing testimony and testifying in courts of law; processing, identifying, recording and storing crime scene property and evidence used for identification.  Position requires lifting objects weighting up to 50 pounds, walking, standing, sitting, pushing/pulling, balancing, climbing, kneeling, bending, stooping and dragging.

Hourly pay range:  $26.94 to $32.73

• Promotes external communication and public relations by functioning as a liaison between the King County Regional Latent/Photo Operations and the King County Sheriff’s Office precincts & contract cities, suburban jurisdictions, Seattle Police Department, and Bellevue Police Department and for any operational issue or concern that may arise.
• Supervises three (3) first-line supervisors who supervise a total of 24 specialized technical and administrative staff. This includes managing the Units’ daily operations and projects. It involves all short- and long-range planning relative to the effectiveness and efficiency of the operations.
• Monitors personnel issues, resolves conflicts, mediates disputes, and makes recommendations on hiring decisions and disciplinary actions.
• Oversees the internal quality assurance program for latent searches on King County Regional, Washington State Patrol, Federal Bureau of Investigation, and Western Identification Network AFIS systems.
• Directs the analysis of data, reports, and forecasts for AFIS budget and levy preparation and ensures compliance with levy mandates. (Note that the Latent Unit is funded by the AFIS Levy, and the Photography Unit is funded by the King County Sheriff's Office operational budget. Thus two separate budgeting processes are required.)
